  • SI 2019/1081. The Neighbourhood Planning Act 2017 (Commencement No 6) Regulations 2019, SI 2019/1081 bring into force section 8(2) of the Neighbourhood Planning Act 2017 on 4th July 2019. Read more here

BILLS AND ACTS

  • Act: The Housing (Scotland) Act 1987 (Tolerable Standard) (Extension of Criteria) Order 2019. This order will come into force on 1st February 2021. Read more here.
  • Bill: Drone (Regulation) (No. 2) Bill 2017-19. A Bill to require drones to be marked and registered and to broadcast certain information electronically; to place restrictions on drone flight near aerodromes; and for connected purposes.This Bill had its first reading on 28th January 2019. The second reading is on 22nd March 2019. Read more here.
  • Bill: European Union (Requirements relating to Withdrawal) Bill 2017-19
    A Bill to establish requirements in connection to the United Kingdom’s withdrawal from the European Union. This Bill had its first reading on 30th January 2019. The second reading is yet to be announced. Read more here
  • Bill: European Union (Withdrawal) (No. 3) Bill 2017-19. Make provision in connection with the withdrawal of the United Kingdom from the European Union. Read more here.
  • Bill: European Union (Withdrawal) (No. 2) Bill 2017-19. This Bill is due its first reading on 15th January 2019. Read more here.
  • Bill: European Union (Revocation of Notification of Withdrawal) Bill 2017-19. This Bill is due its second reading on 25th January 2019. Read more here.
  • Bill: Fire Safety (Leasehold Properties) Bill 2017-19. This is a private member's Bill. This is due its second reading on 8th February 2019. Read more here.
  • Act: Homes (Fitness for Human Habitation) Act 2018. This Bill received Royal Assent on 20th December 2018. Read more here.
  • Act: Rating (Property in Common Occupation) and Council Tax (Empty Dwellings) Act 2018. Due on 1st November 2018. Read more here.
  • Act: Housing (Amendment) (Scotland) Act 2018. This received Royal Assent in July 2018 with amendments due on 10th January 2019. Read more here.
  • Bill: Construction (Retention Deposit Schemes) Bill. This Bill is expected to have its second reading debate on 8th March 2018. Read more here.
  • Bill: European Union Withdrawal Agreement (Public Vote) Bill 2017-19. This Bill had its first reading on 9th May 2018, with its second due on 8th February 2018. Read more here.
  • Bill: Draft Environment (Principles and Governance) Bill 2018. This Bill is in draft stage and was announced on 19th December 2018. Read more about this here.

CONSULTATIONS

  • Consultation: National Infrastructure Commission consults on the resilience of the UK’s economic infrastructure. The consultation comprises a part of the NIC’s new resilience study that looks to examine the UK’s infrastructure in order to ensure that it can withstand future changes, disruptions, shocks and accidents, which range from risks of flooding due to climate change to increasing dependencies on digital technologies. This Consultation runs from 5th March to 1st April 2019. Read more here
  • Consultation: Energy efficiency scheme for small and medium sized businesses: call for evidence. This call for evidence seeks views on various proposals for a new Business Energy Efficiency Scheme focused on SMEs. This consultation runs from 13th March - 8th May 2019. Read more here
  • Consultation: Review of Building Bulletin 100: design for fire safety in schools. Building Bulletin 100 is a design guide for fire safety in schools. This consultation seeks views from people with an interest in fire safety to help the Department for Education conduct a technical review of the guide. This Consultation runs from 8th March - 31st May 2019. Read more here
  • Consultation on Air quality: draft National Air Pollution Control Programme. We're seeking views on the draft UK National Air Pollution Control Programme (NAPCP) and the estimated reductions we've used for each policy measure. This consultation runs from 14th February until 14th March 2019. Read more here.
  • Consultation on the net zero carbon definition. Launched by the UKGBC the consultation is inviting feedback from businesses and stakeholders on a proposed definition for net zero carbon buildings in the UK. The consultation document outlines the initial proposals from the Net Zero Carbon Buildings Task Group. This consultation runs until 1st March 2019. Read more here.
  • Smart Metering Implementation Programme: realising non-domestic benefits. This consultation runs from 24th January to 25th February 2019. Read more here.
  • The treatment of electricity storage within the planning system
    This consultation runs from 14th January to 25th March 2019. Read more here
  • The Income Tax (Construction Industry Scheme) (Amendment) and the Corporation Tax (Security for Payments) Regulations 2019. This consultation runs from 14th January 2019 - 11th February 2019. Read more here.

STANDARDS and GUIDANCE

  • UK Government: 'How to Guides for Housing'. Following on from its consultation last year on how to improve the home buying and selling process in England and Wales, the Ministry of Housing, Community and Local Government has published ‘how to’ guides on buying and selling a home. Published between June 2018 to May 2019. Read more here


  • UKGBC: Circular economy guidance for construction clients: How to practically apply circular economy principles at the project brief stage. This guides helps organisations to include more ambitious circular design and construction best practices in project briefs for non-domestic projects. Published on 4th April 2019. Find out more here
  • UKGBC: Framework for net zero carbon buildings. The UK Green Building Council (UKGBC) has published a new framework for the UK construction and property industry that aims to help transition new and existing buildings to become net zero carbon by 2050—in line with the Paris Climate Agreement. The UKGBC framework offers guidance for developers, owners and occupiers on achieving net zero carbon buildings and sets out key principles to follow. The UKGBC also sets out how this should be measured and evidenced. Find out more here


  • UK Government: Energy Company Obligation (ECO): Help to Heat scheme - flexible eligibility. Updated Guidance for local authorities on engaging with energy suppliers to identify households that would benefit from energy efficiency improvements. Originated on 11th April 2017 and updated on 5th February 2019. Find out more here.
  • Ofgem: Ofgem consolidates ECO2t guidance. Ofgem has published guidance specifying the documentation that applies to all Energy Company Obligation 2017–2018 (ECO2t) measures installed between 1 April 2017 and 30 September 2018. Read more here.


  • Environment Agency: Regulating the geological disposal of radioactive waste: environmental protection. The EA has published guidance on its role in the development and regulation of a geological disposal facility for radioactive waste. Read more here.

STRATEGY, POLICY and RESEARCH

  • The UK Government: Proposals to protect consumers whilst guaranteeing payments for households with solar by unlocking smarter energy system. More intelligent systems will help power the UK’s transition to a clean and affordable energy system – a key part of the UK's modern Industrial Strategy. Read more about this here.


  • The UK Government: Robots are trialled in experiment to fix underground pipes and help cut roadworks. New investment ias proposed to create tiny robots that can help repair the UK’s vast underground pipe network and prevent disruption of roadworks in the future. Read more about this here.
  • The UK Government: Building a safer future: an implementation plan.This plan sets out the government’s programme of work to ensure people who live in residential high-rise buildings are safe and feel safe, now and in the future. Read more about this here
  • The UK Government: Resources and waste strategy for England. A new policy document for dealing with waste resources and recycling has been produced by the UK Government. This strategy sets out the UK Government's strategy to preserve material resources by minimising waste, promoting resource efficiency and moving towards a circular economy in England.
