Government to present Allowable Solutions and the 2016 Zero Carbon ambitionJune 2014

The Government has announced, through the Queen’s Speech, that the Zero Carbon standard will be implemented from 2016 using an Allowable Solutions scheme.

All developments will be required to meet a set minimum energy performance standard through Building Regulations. To achieve the Zero Carbon definition developers can choose to use an Allowable Solutions scheme if mitigating all carbon emissions on site, once the minimum energy performance is achieved, is neither technically feasible nor cost effective.

Other key announcements include:

  • “Small developments” will be excluded from requiring an Allowable Solution scheme. The definition of what constitutes a small site will be consulted on by Government shortly.
  • Further legislative powers are required for Government to introduce off-site Allowable Solutions through Building Regulations.
