BUILDINGS - BUILDING DESIGN

The UK BIM Framework has published its fourth edition of 'Guidance Part 2: Processes for Project Delivery'. This was published on on 30th April 2020 and is designed to help practitioners in the UK to implement building information modelling (BIM). Read more here

The Royal Institute of British Architects (RIBA) has published the RIBA Plan of Work 2020– the definitive guide for the design and construction of buildings. BSRIA's BG6/2018 Design Framework for Building Services has been updated to reflect the changes.

National Design Guide on housing

An updated version of the National Design Guide was announced at the Conservative Conference on 4th October 2019. This new design guide will introduce a national standard on house building for local authorities to adhere to.

TM60 Good Practice in the Design of Homes.

This new ISO guidance forms the third edition of the UK’s Guidance Part 2: Processes for Project Delivery. The BIM Alliance is looking for industry feedback to the latest BIM guidance. BIM for Heritage - Developing the Asset Information Model

The guide is the second in a series of documents on BIM for heritage and focuses on heritage asset management, in particular conservation repair and maintenance, and suggests that the first task when adopting a BIM information management approach is to develop an Asset Information Model (AIM). New Government Soft Landings guidance aligned with BIM framework

Standard Building Design ISO 19650-1 and ISO 19650-2 will be the first international standards for building information modelling (BIM), and are set to be published in November 2018. They were subject to consultation between 17 February and 16 April 2017.

Standard 209-2018 -- Energy Simulation Aided Design for Buildings except Low-Rise Residential Buildings (ANSI Approved)

ASHRAE Standard 209 describes a methodology to apply building energy modeling to the design. The standard was created to define reliable and consistent procedures that advance the use of timely energy modeling to quantify the impact of design decisions at the point in time at which they are being made.

Updated Party Wall guidance includes in-depth section on professional conduct

The Royal Institution of Chartered Surveyors (RICS) has published the 7th edition of their Party Wall Legislation and Procedure guidance note, providing information for RICS members regarding the Party Wall etc Act 1996 (PWA 1996) and when it may be relevant, as well as the procedures to follow when PWA 1996 does apply. This edition of the guidance includes an in-depth section on professional conduct as well as draft letters, draft notices and updated suggested draft award. The guidance note is effective three months from the date of publication

Amended Building Regulations Approved Document L1B and Domestic Building Services Compliance Guide

Construction product regulations
Guidance on EU Construction Products Regulation and CE marking, including UK product contact point for construction products.

This Government website explains how to place CE marking on your product, how to identify UK requirements relating to construction products, and how to apply to be a UK Notified Body or Technical Assessment Body.

European Union: Regulation (EU) No 305/2011 - construction products.

This EU Regulation lays down guidance on construction products by establishing harmonised rules on how to express the performance of construction products in relation to their essential characteristics and on the use of CE marking on those products.

BUILDING - PLANNING

Updated Guidance on preservation of historic environments (including buildings and assets)

The Guidance advises on enhancing and conserving the historic environment. The terminology 'historic environment' is taken to mean archaeological, architectural, artistic or historic in this context.

Cash retentions on construction projects.

Build UK has published detailed guidance to its members on the use of cash retentions on construction projects, which includes amendments to the JCT and NEC standard form contracts to ensure that they comply with ‘minimum standards.’

Standard form construction contracts 
Launched on 25th June 2019, FIDIC

FIDIC has published a short guide called 'FIDIC's Golden Principles', which set out the essential characteristics of its general conditions of contracts. FIDIC advises that the essential characteristics of its standard form construction contracts should not be amended if the contract is to be regarded as a FIDIC contract.

BUILDINGS - ENERGY EFFICIENCY (AND LOW CARBON, CLIMATE CHANGE AND GREEN BUILDING)

New circular economy action plan has been published for Europe. On 11 March 2020, as part of the EU’s European Green Deal, the European Commission adopted a new Circular Economy Action Plan (CEAP). Read more here

Climate Emergency Design Guide: How new buildings can meet UK climate change targets

 The guide outlines requirements for new buildings to ensure climate change targets are met. It sets out a journey towards a net zero carbon future and is aimed at developers, landowners, designers, policy makers and the supply chain.

The EEA  Report No 11/2019: “Paving the way for a circular economy: insights on status and potentials,” has been released.

The European Environment Agency (EEA) has stressed that European circular economy initiatives are still in the beginning phase and that obstacles to wider implementation of circular businesses models, such as corporate culture, market factors and system complexity, need to be addressed in order for innovation and competitive to flourish. 

Government guidance outlines procedure for reporting fluorinated gases.

Two documents relating to fluorinated gases (F gas) and ozone depleting substances (ODS) have been published on 6th February 2020. In one document, the Defra and the Environment Agency have provided guidance on how to comply with F gas and ODS regulations from 1 January 2021. The other publication deals with how to trade during the transition period.

UKGBC: Framework for net zero carbon buildings

The UK Green Building Council (UKGBC) has published a new framework for the UK construction and property industry "‘Net Zero Carbon Buildings: A Framework Definition," that aims to help transition new and existing buildings to become net zero carbon by 2050—in line with the Paris Climate Agreement.  Energy reduction targets for offices have since been developed in addition to the framework by UKGBC.  These were announced on 14th January 2020.  Read more here

Achieving sustainable drainage

Ofgem has published guidance specifying the documentation that applies to all Energy Company Obligation 2017–2018 (ECO2t) measures installed between 1 April 2017 and 30 September 2018.

RIBA: Sustainable Outcomes Guide

RIBA has published guidance on targeting, designing and evaluating sustainable outcomes for buildings, that correspond to key UN Sustainable Development Goals and can be delivered on building projects of all scales.defining a concise measurable set of eight sustainable outcomes.

ISO 50001 Energy management systems

Guidance published on monitoring ECO2t

"An extension to the obligation period for ECO2 was established under The Electricity and Gas (Energy Company Obligation) (Amendment) Order 2017. The extension to the obligation period runs from 1 April 2017 to 30 September 2018 and is referred to as ECO2t.
This document provides guidance on how OFGEM will administer the ECO scheme in line with the new ECO2t requirements for measures installed from 1 April 2017."

Whole life carbon assessment for architects.

This paper introduces architects to carbon assessment in the built environment and its application through the RIBA work stages. It makes the case for architects’ role in reducing carbon emissions to mitigate climate change, explains the key concepts of embodied and whole life carbon and recommends the use of the Royal Institution of Chartered Surveyors (RICS) methodology for undertaking whole life carbon assessments (RICS Whole life carbon assessment for the built environment professional statement).

RICS: Fire Safety for Landlords.

RICS releases guide clearly explaining landlords and tenants' fire safety responsibilities. The short, impartial guide covers houses, apartments, flats and maisonettes for both landlords and the general public. Written with homeowners and residential tenants in mind, the guidance offers basic, comprehensible advice. RICS believes having a basic understanding of fire safety is of the utmost importance for all, and the professional body have commissioned the guide to spread awareness of good fire safety practice.

ELECTRICITY

Updated version of the Wiring Regulations "IET Wiring Regulations / BS 7671:2018, Requirements for Electrical Installations"

The Regulation came into force on 1st January 2019.  An amendment, "Amendment One" was announced in January 2020, and will be published during the year.  It will be a free-to-view document, and contain Section 722 of BS 7671 only.  It follows advances in technology enabling a more practical solution for electric vehicle charging installations.  Read more here

Residential Heat Recovery Ventilation

REHVA and Eurovent have released their guidebook on heat recovery ventilation. It includes the latest ventilation technology and knowledge about the ventilation system performance, intended to be used by HVAC designers, consultants, contractors, and other practitioners.

LH2018 SLL Lighting Handbook

The first edition of the SLL Lighting Handbook was produced in 2009 to celebrate the centenary of the Society of Light and Lighting. It was well received by our members and the wider international lighting community and so it was decided to create an expanded edition to build on its success.

CCL Commissioning Code L: Lighting

The Code advises on the stages required to commission lighting installations, which may include luminaires, emergency luminaires, lighting controls and interfaces with other services.

Safety Code of Practice for Ammonia Refrigerant R717

The publication provides essential industry guidance for owners, designers, installers and operators of vapour compression refrigerating systems that use ammonia refrigerant. It covers properties of refrigerants, decommissioning, testing and maintenance as well as design issues with useful appendices such as typical schedules for inspection and maintenance, system register details, machinery rooms, definitions and an updated list of relevant standards. The Code has been prepared by the IOR Technical Committee as a reference source and guide to interpretation of current safety standards such as BS EN378:2016 and legal requirements such as PED, PSSR and PUWER.

National Statistics. Air quality statistics. An annual update on concentrations of major air pollutants in the UK.

The Department for Environment, Food & Rural Affairs (Defra) has published its annual update (2020) on concentrations of major air pollutants in the UK for 2019. The publication outlines data relating to concentrations of nitrogen dioxide, particulates and ozone. Defra confirm that, on average, there were fewer hours of moderate or higher ozone pollution in 2019 compared with 2018, at both rural and urban sites. Additionally, on average there were also fewer hours of moderate or higher levels of nitrogen dioxide pollution in 2019 compared with 2018 at roadside sites. However, particulate pollution was recorded at an increase in 2019 compared with 2018, at both roadside and urban sites.

BREEAM UK New Construction

BREEAM is the world’s leading sustainability assessment method for masterplanning projects, infrastructure and buildings. It recognises and reflects the value in higher performing assets across the built environment lifecycle, from new construction to in-use and refurbishment. BREEAM does this through third party certification of the assessment of an asset’s environmental, social and economic sustainability performance, using standards developed by BRE. This means BREEAM rated developments are more sustainable environments that enhance the well-being of the people who live and work in them, help protect natural resources and make for more attractive property investments.
